Microsoft does not want to support PC gaming in any significant way. Simply put, it's all about content control, and money.
1) The PC is an open platform. Not only is it a ripoff, but Microsoft is one of the richer companies in the world - if anyone could afford to offer service for free, it would be Microsoft, yet they'd rather convince you that you need to pay for it.
4) There are no licensing costs for selling games on the PC, which means PC games are often cheaper and publishers actually make more money per game sold than on console games. Furthermore, for each Xbox 360 game sold, Microsoft is making around $20-30. This is not insignificant.
5) Finally, Microsoft knows that the hardcore PC fanbase is not going to jump to consoles. Games for Windows is simply a way of pretending to support the PC community in the most rudimentary of ways. They know there is still money to be made, but they also realise there is more money to be made on consoles than there is on the PC; thus they are trying to get as many as people as possible onto the Xbox, so that they may control your entertainment experience as fully as possible, and thus your money, and still receive decent profits from the PC players who are never going to change.

Well I believe them entirely because ever since Microsoft bonds a deal with a company they tend to always release the game on X360 first or only.
No, not really, most games get a simultaneous release. Things like the Halo series were designed for the Xbox and 360 and work didn't even begin on a PC version until the calling for it was big enough.

that was half of their sales pitch for Vista, and is for Windows 7 as well. do they realize that DirectX 10 didn't swoon enough people with it's only 2 or 3 minimal actual differences from DirectX 9? Is it seriously a piracy issue? Because people still pirate console games.

that would be marketing. when you buy an XBox/XBox 360 game, in order to play online, you must pay for the service, whereas on PC it's free. In order to get expansion packs, you must pay the price in the LIVE Market/Arcade, whereas on PC it'd be through retailers at different prices and discounts and such. In order to buy the game when it releases first, on the 360, you'd have to pay $60 as opposed to the common, average, $50 PC price tag (though it seems lately that some GFW PC games, such as Call of Duty: Modern Warfare 2, have a $60 price tag, that could be an Infinity Ward/Activision thing, though).
Well, because of Microsoft the other platforms don't get the GTA expansions, and the Xbox 360 doesn't get some of the TF2/L4D DLCs (yet).

It got the L4D DLC because Valve told them that they would only release it on 360 if it would be free of charge. MS don't like releasing free DLC, and especially not lots of little updates, which is probbaly why TF2 hasn't got the updates.

I actually try to avoid "Games for Windows" unless it is something that I have been dying for. Having a debit MasterCard means that buying games over Steam has become my best/easiest way now days.
Interesting then how Microsofts plan of letting people know that the game does work on Vista (even though it will be tested anyway) appears to have backfired.

I like vista and i see the need for one specific OS that games publishers can manufacture for. The only thing that annoys me more than games devs deciding that they will not make pc games is up themselves linux users.
