Here in Maine the Honda dealerships technicians are all pretty snobby, impatient and unprofessional. I've had friends come out with stories of small damages to cars like scratches or dents. At my Cadillac dealer and Benz dealer I've never had such dishonesties or unprofessionalism

I feel bad for both people. I can understand why the employee is acting like a cunt. It's because the customer is acting like a cunt. Getting a scratch on your car that wasn't there before you took it somewhere is certainly something to be concerned about, but it's not something that I would raise hell over, especially a scratch like that. What the fuck?
Instead of saying "I can't hear you", I would have said "Hmmm, but when you brought your car in, it didn't work? And now it does? Oh." and walked away. Shit happens. Chances are this is one of those rare instances that occur in ANY type of repair work. I fix laptops and phones for a living and sometimes people try to give me shit for doing them a favor, like cleaning their nasty ass keyboards. Sometimes in the process the paint on some of the keys gets eroded, making them less noticeable. Most people don't give a shit, hey I fixed their computer and got rid of the 5 pounds of skin flakes and hair in their keyboard. But there's always one person here and there, that one guy that decides it's a crime against humanity that I tried to do something nice for him and he doesn't appreciate it.
Most of these people I just tell them to deal. "But I didn't want my keyboard cleaned!". Okay, sure, I can agree with that. But [I]I'm[/I] supposed to work on it. I'm [I]supposed[/I] to use the keyboard. And [I]I[/I] don't want my hands touching it until it's clean.

I'm not knowledgeable about cars at all, but is there a reason other than appearance that would make a scratch like that a big deal? If this happened to me I probably would never notice it.

Usually rust. Paint on cars also helps protect them from oxidization, and scratched paint over time will eventually start rusting.
Hell just value in general. They decreased the value of his car.

A car is not a laptop and receiving damage while at a service center is unacceptable. Not repairing damage received at a service center for free is unacceptable. Customer Service is important to the dealership franchise and the brand as a whole. This person is in no position to be dealing with customers.

It's not just unacceptable, it's also illegal. In some states it's not just a civil damages case either. Regulatory bodies can, and will, shutdown dealers.

But they said they'd fix it for free. The customer says "so you're saying this won't get fixed until next week". We're missing a lot of necessary context, but just guessing, they were both cool until the employer said "unfortunately I won't be able to fix this scratch until next week" (probably because of a lack of tools and parts) and the customer started shit over it. It happens all the time.

Seriously? That would buff out in 5 minutes... It makes me sad that people are too inept to perform small repairs on their own.
Also, you have to be an idiot to go to the dealer for repair to begin with, talk about a waste of money. The service rep was an ass but the guy was making a really big deal over something insignificant, for all we know the damage was there prior to him taking in the car.

The point isn't the damage, its the principle.
He took his vehicle into a dealership, he trusted them with his car. They damaged his car. On top of that, they're not only refusing to fix it, they're refusing to acknowledge that they even heard him mention it. Its dishonest, its rude, its illegal, and its damaging to Honda's image as a whole.
