It sounds like Washington is very convinced of the fact that the separatists communicate with Moscow, or else they wouldn't hold Moscow responsible. Perhaps they have some evidence not available to the public?
They kinda shot themselves in the foot by not allowing the representatives of the regional governments (the seperatists) to take part in the peace negotiations.

Yeah it's pretty scary. Also quite nefarious, but I wouldn't expect any less from Russia haha. The scary part is that they [i]are[/i] attempting division across cold war lines, which has been the concern since the start of this conflict. It's because of ethnic Ukrainians being systematically replaced with ethnic Russians during the cold war, so much of eastern Ukraine holds at the very least sympathies toward Russia. And Russia is doing all they can to take advantage of this, hence the US threatening economic sanctions.
In my humble, uneducated opinion, however, economic sanctions aren't going to scare Russia very much. Especially when they have so much to gain and the perfect global political climate in which to do it.
At least this article calls them gunmen instead of protesters.

I remember seeing a VICE video, one of the Ukraine dispatches, where they had a guy identifying himself as a russian officer speaking to fighter. Going to see if i can find the video

Anybody can identify themselves as a "Russian officer". How about they prove it? Probably just self proclaimed Russian military.
