No, the new VOD stuff was to make them buyable, no one wants to buy a company and then get sued for copyright infringement.
Free Amazon Prime for Twitch partners would probably bring even more people to Twitch.

If you'll check the video playback settings or even just time it yourself, most streams are now sporting a 10-15 second delay.
