Passover appears to be on my birthday (depending on the year)

I heard this "Passover" is not a really good occasion. I'm not Jewish but my friends rumor this occasion as a solemn event and not to be celebrated. Is that true?

I learned about Passover from Rugrats. They seemed to not not celebrate it.
