I think that's more of a dumb tagline but they are in effect lowering standards. Los Zetas recruits heavily from people with some experience in the military, police, or some sort of security- the group itself was originally founded by a group of counter-insurgents trained at the School of Americas. Getting Americans would mean someone who'd have an easier time operating up here and possibly not arouse suspicion.
What I'd be interested in is if this means they're trying to incorporate existing drug operations by various gangs in the United States, or setting up their own competing networks. Either way would have possibility of violence.
Also I find it funny how this is in PopSci.

That was mistranslated. The health only covers accidental machetes to the face. If it's an intentional machete, or any other weapon, you are bum out of luck.
