More in depth, it was formed on foundations of "strengthening the nation’s capacity to deal with emerging internal and external threats to the traditional heterosexual family", that "same sex attraction is not an innate and immutable characteristic", and "protect[ing] the cherished culture of the people of Uganda, legal, religious, and traditional family values of the people of Uganda against the attempts of sexual rights activists seeking to impose their values of sexual promiscuity on the people of Uganda. The legislation strengthens the criminalisation of homosexuality in Uganda by introducing the death penalty for people who are considered serial offenders, are suspected of "aggravated homosexuality" and are HIV-positive, or who engage in sexual acts with those under 18 years of age. People who are caught or suspected of homosexual activity will be forced to undergo HIV tests; Ugandans who engage in same-sex sexual relations outside Uganda will likewise fall under the jurisdiction of this law, and may be extradited and charged with a felony. Furthermore, if passed, the bill will require anyone who is aware of an offense or an offender, including individuals, companies, media organisations, or non-governmental organisations who support LGBT rights, to report the offender within 24 hours. If an individual does not do so he or she is also considered an offender and is liable on conviction to a fine not exceeding 250 "currency points" or imprisonment up to three years. Right off the bat, it sounds bat shit crazy, but seriously consider it's benefits. I will try not to subject you to my personal, political, or religious opinion. HIV and AIDS are huge problems in Uganda. Infant mortality rate was at 79 per 1,000 in 2005. Life expectancy was at 50.2 for females, and 49.1 for males in 2005. There were 8 physicians per 100,000 persons in the early 2000s. Whatever you might think of of homosexuality, supporting it or not, and although homosexuality is not the sole cause of HIV/AIDS in Uganda, or anyone in the world, it is helping spread it just as much as any other kind of unprotected sex in which they engage in, as most of Ugandans claim to practice monogamy, and most are much less outright against homosexuality than the rest of the world. One of the main supporters is Martin Ssempa, the founder of the Makerere Community Church- long time, self-proclaimed "AIDS Activist". He has become the face of Uganda's anti-homosexuality movement. He has organized anti-gay rallies. He preaches that many homosexuals are pedophiles who deserve severe punishment, and wants to ensure that "sodomy and homosexuality never sees the light of legality in this land of the people of Africa." "This is sick, and it is therefore deviant," he told a large church crowd. "We do not want it." He even shows hard-core gay pornography in churches and conferences, meant to bring up sentiment against gay men and lesbians. Ssempa has advocated a cessation of tribal rivalries and hatred in Uganda. Ssempa is known widely across the internet for his suggestion that homosexuals like to "eat the poo poo" and that they "suck each others rectum like ice cream". Ssempa propagates the homosexual/scatalogical association with the intent to further anti-homosexual sentiment. This tactic was widely criticized by the international community. U.S. President Barack Obama has called the bill "odious". Canyon Ridge Christian Church in Las Vegas — a megachurch housing some 6,000 congregants each week, run by Kevin Odor is supporting Ssempa's actions. "His heart is not to kill people," Odor says. "He is a pastor of the Gospel that believes in redemption and his heart is to redeem people." Odor says Canyon Ridge began supporting Ssempa's huge campus ministry, which preaches abstinence to college students, in 2007. Odor says he does not "personally" endorse the death penalty or life sentences for gay men and lesbians. "We want to help the AIDS problem in Africa, and we found somebody who is making a difference," Says Odor "So we support him." If you do not know, most black people are more susceptible HIV/AIDS due to their history, and genealogy in Africa, and gay black men are almost guaranteed to contract HIV in their lifetime in Uganda. Forcing one's rights onto another, and condemning a, normally, equally (to it's opposite) safe, and non-problematic lifestyle is disgusting, and shouldn't be allowed by any government, or political party in a nation with a separation of church and state; but when this lifestyle is, in an almost 3rd-world country, is directly spreading a deadly, contagious disease that kills thousands, by condemning, and banning their lifestyle, is the risk of the 10% raise in genocide an acceptable loss when it could actually be saving those same lives? Even if you don't agree with why he's doing it, is it worth it to stop the bill and allow the continued spread of HIV? Oh jeez. I know that Pastor Martin Ssempa made the homosexuality issue in Uganda a laughable topic, but death sentences and prison is just not funny. I'm not gay, but homosexuality should be legal everywhere. Who says you don't have the right to do what (who) you want? A book? A divine being? Sheesh. Pull your head out of your arse, Uganda, and just let them marry.

Okay, you made a good point, HIV is a huge problem in Africa. However, genocide and hatred against homosexuals won't get rid of HIV. If they really wanted to reduce HIV rates they would pass out condoms and educate people. But they don't care about HIV, what they really care about is the fact that they hate gay people and are bigots.

[/QUOTE] This bill is shit and your argument isn't any good because of that statement there. Homosexuality is not the cause of HIV/AIDS, nor the spreading of it. Monogamy has nothing to do with it- you have sex 23 times before you're married, and then give it to your partner, who in turn gives birth to a child with it- well, fuck, that didn't help did it? And following that, Africa is a rape fest. Uganda included. The fact is that while monogamy is supported, that doesn't mean shit- 28% of women in Uganda have had non marital partners in the late 90s, 37% for men. 10% of women have had non-marital relations while married. 24% for men. (source is US Agency for International Aid) I, for one, see the issue being ignorance, improper education, poverty, and criminal sexual issues. Homosexuality has NOTHING to do with it. Nothing at all. All this sounds to me is a bunch of bullshit "gays make AIDS" shit. I thought civilized people were past that bullshit.
HIV/AIDS will always be spread in some ways or another. Killing homosexuals or HIV-infected people will not make it any better. Do you want them to kill every drug-addict and prostitutes too?

As I said, the last thing I would want is to support hatred, or genocide of any kind, but you can't just say "No, you guys should use condoms, and you guys should stop being homophobic." They are almost at war with themselves right now. You couldn't just tell 19th century America "You guys should stop being racist, and you guys should allow your states more power," it just isn't the time to try and change their whole life in such drastic ways.
