If it's just accents that's bad. However, someone who speaks english well enough to teach it should be able to at least hide their accent, so they can teach the "proper" way to say the words. Also an english class is pointless if the person's accent is too strong to understand what they are even saying.

English classes mostly consist of getting kids to follow the various rules of the English language when writing. There isn't much that involves verbal sounds or pronunciation after like kindergarten.
And if they don't know grammar they shouldn't be an English teacher, regardless of what they sound like.

im pretty sure someone who got a degree in English in college can.

I live in CA and my (female) english teacher has an awesome Russian accent.
Learning english/french/whatever starts when you're a baby, not by the time you get to school.

Thank god. I live in a city walking distance from the border and most of the teachers are Hispanic. This wasn't a problem until I had Geometry with a guy who barely knew what he was saying. As far as I'm concerned, this is a good thing.
If you haven't mastered the verbal part of a language you haven't mastered it at all.

Also, not all high school english classes are for Americans. When I was in high school they had a specific english class for people who spoke a different first language.
I don't think they're talking about High schools, Elementary more like
