It means exactly what is says.
He sustained serious injuries but is in stable condition. It means he vitals are not all over the place.
As for the shooting, he prolly drove towards the cops. That is really the only time i can see them opening fire on a car like that.
The article has almost zero information and is really general with the description. Need to wait before making a proper judgment.

The article says he started to speed off, if he was going toward the cops don't you think it would have said so
Apart from the bullet holes, the owner of that vehicle is going to be quite happy when he hears about what happened to the thief.

On one side, this seems a bit excessive. It was a stolen vehicle, but he wasn't necessarily hurting anyone, right?
On the other hand, he was 16, I doubt he had a license, and the fact that he tried to speed off shows how reckless he was willing to be. What if he had killed someone in his attempt to flee? How many would give a half a fuck then?

You know what? After what happened two years ago, where a kid stole the van and ran over a police officer and DRAGGED HIM, while he was screaming under him to stop, and the kid did not.
I don't frigging blame them for not wanting to take chances. You got a vehicle that is your weight x2 or more, coming at you, you better be fast as shit on your feet to get out of the way and hope he doesn't steer that way, or you can open fire, hope you strike them then get out of the way.
I'd do the latter, if my life was in danger, and so would anyone else in the situation.

I thought a general rule for law enforcement was that you can't fire unless someone's life is in danger. "He was running away" is a shitty excuse for possibly killing someone.

"Off" doesn't necessarily mean "away from all officers and other pedestrians", it just means "away from the location at which they were caught". You're in the sensationalist headlines forum, chances are the reporter only knew that the driver tried to flee and got shot. It's standard policy to never shoot at a fleeing suspect that isn't shooting back and isn't putting anyone's life at imminent risk, so it would be stupid to assume otherwise at this point.
