Where would you even take a stolen diamond to get the 160K? Maybe trading it for $20 was pretty dumb but its not like he could cash it in at some jewelers.

Something that hot is probably too risky for a petty thief to try and sell for actual value. Although he probably could have done better than $20 of weed.
