They appear to be buying it from a location which sells it for a significantly cheaper price, and then reselling it in a different location which has a more standard price.

So what? There's nothing illegal about me buying an iPhone for $50 bucks, and going up to some guys and saying 'Hey, I'll sell you this for $100'. As long as I'm not doing it from my own business without consent of Apple then there's nothing illegal going on. Unless China has different laws on this.
