Looks like advertising for Watch Dogs. Except if they went head on into those barriers, the driver would have been injured, severely or dead.

it's actually the other way around the barriers came up too late to stop the other car, the officer didn't have time to stop before realizing that the barriers were coming up
They started to raise as he was half the intersection away. He couldn't have stopped if he tried.
pop up barriers are raised by pressure sensors in the ground. Someone probably didnt disable them
