Draw in MsPaint saved as GIF the made teh animation with a program called UnFREEz
Try to work a little bit more on... eh... everything...
when you did the animation you went to fast and should of made more frames ... don't be lazy
Just use flash if your going to make animations, or an animation program with these sorts of stuff built in - pivot is pretty easy to pick up and learn, just takes a bit of time to get good at.
I don't like these animations, work on EVERYTHING more.
Or APNG Editor for Firefox, PNG quality and not bad.
I would post an example but it could be considered thread hijacking.
No massive artifact coatings, you can change how long each frame stays for and all that sort of thing.

Arrows move while in the air. They dont follow each other at the same speed.
Also decapitation, Your head wouldnt bleed after it falls on the ground would it? Try making it look like the neck is also splirting some blood but not all.
First one, where are the fragments of the target? If it got hit by a rocket you would think the entire thing would be destroyed in an explosion. Also, The Gun should move slightly backwards, this also includes the rocket launcher. Since they both use force to launch a bullet/rocket.

but its not simple...

just need to do what everybody says:
work more on your draws
also, take 2h to da a people doing something O_o
Reminds me of things I did before I had flash. They were stale, didn't move and had a slow frame rate.

One of the most important things in animations like this is that you need to keep moving, that guy just sort of fired a gun with no recoil and picked up an RPG out of no where. You need to re-draw the frames frame by frame or else they look like...well this.

Not really - MS Paint really refers to the aesthetic, you know? So although it might be meant for MS Paint, it's really the bastard child of Creationism Corner and Photoshop; without anti-aliasing, less photorealistic and altogether more cartoony. "For the lazy and the messy".
And anyway, since MS Paint was never meant for animations, using some other software can hardly be considered cheating.
