Someone I work with was in a pretty bad crash and was sat by the side of the road bleeding from the head.
The only people that stopped were some schoolkids that offered her some ice cream.

Blood is a bitch to get out of car seats, seeps in like a motherfucker.
the old "somebody else's problem" conundrum. The best solution as far as I know is to single somebody out, make eye contact with somebody and make gestures toward them for help. Of course this is difficult when the span of time is probably 10 seconds you are in their line of sight for, and even then they might still think you aren't pointing at them specifically.

Or, and this is much more likely in a former eastern bloc country, they're just going to assume you're going to harm them and speed the fuck up.
It could also be that they do not know any useful skills in that situation, so rather than risk causing another crash by distracting motorists, they just continue on while dialing for help on their phone. Quite a while ago, waaaaaay back when I still had a learner's permit, I took this course of action when I saw an 18 wheeler on the shoulder with a battery box fire. There was nothing I could do personally to help put that fire out, so I didn't pull over and present a second car for someone to hit, but I still dialed 911 and reported the location and pertinent details.
Jesus Christ are all the people where you guys live complete assholes? Whenever I see a crash everyone stops, hops out and asks if they can help. (Very few people carry on with giving a shit)
Hell, there's been a couple of bad crashes near my house and everyone in the neighborhood ran out of their houses to help.

Bleach works incredibly well
On some main roads here where teenagers have died in crashes, there's a giant cross surrounded by flowers, it makes you cautious about what's around you that's for sure

Eastern europe isn't like Bratislava in Eurotrip....
The wave effect hits drivers whenever there is an accident. If people had untinted rear windows, you would see everybodies head shift towards the crash site. The skilled driver is a undistracted driver.
