I just heard something funny as hell on my police scanner!

Alright so I am sitting here listening to my police scanner, I have the local police station channel on lock. Out of nowhere that one black guy from this video

Basically someone played that sound clip over the radio and I thought it was funny but yes random as hell. Something I'd thought I would never hear over the police scanner.
