The angry retort from Pyongyang is the latest in what have become increasingly brittle relations between the two Koreas just as the international community tries to lure the North back to nuclear disarmament talks.
South Korea's Defence Minister Kim Tae-young said last week that Seoul would have no choice but to strike first if there were clear signs of a planned nuclear attack by the North.
"Our revolutionary armed forces will regard the scenario for 'pre-emptive strike' which the south Korean puppet authorities adopted as a 'state policy' as an open declaration of war," its state KCNA news agency quoted a spokesman for the armed forces general staff as saying.
North Korea has twice tested a nuclear device but there are doubts whether it already has the ability to create an atomic weapon. Military analysts say even if it did it probably does not have the technology to build a nuclear warhead small enough to sit on top of a missile.
The two Koreas are still technically at war with the North maintaining an about one million-strong military and backed by an array of artillery which could bring massive damage to the South Korean capital Seoul, barely 50 miles (70 km) from the border.
The smaller South Korea army is backed by around 28,000 U.S. troops on its soil and the U.S. nuclear umbrella in the region.
"(The North's armed forces) will take prompt and decisive military actions against any attempt of the south Korean puppet authorities to violate the dignity and sovereignty of the DPRK and blow up the major targets including the commanding centre," KCNA quoted the statement as saying.
"Those seeking to realise their daydream will not be able to escape an unimaginably miserable fate."
Relations between the two have plunged since conservative Lee Myung-bak became president two years ago, demanding an end to a decade of generous aid unless the North made moves to row back on its nuclear weapons programme.
Late last week, the South said it hoped to see the dormant international weapons negotiations resume next month between the two Koreas, China, Japan, Russia and the United States.
The North has said it is willing to end its year-long boycott but has demanded first an end to U.N. sanctions that have further damaged its crippled economy and direct talks with the United States on a peace deal to formally end the 1950-53 Korean War.
Washington insists that the reclusive state first drop its nuclear weapons ambitions.
Looks like Kim is at it again.
ITT: Shit that has been happening for the past 50 years.
Why don't North Korea declare war if they want it, instead of accusing other countires.

They are at war in theory right now?
He means actually engage SK instead of dick waving.
Dick Waving
I'm getting tired of NK's shit.
Why can't they just STFU

I doubt that their 1 million strong military is properly equipped/trained to face a modern day army. Though 1 million people is a lot, things can fall apart if morale breaks if they aren't properly disciplined.
But I have to admit that Seol is placed on one of the worst places ever in this situation.

Nah they will not, they know that they are going to lose. And I doubt that China really wants to join in if USA is at SKs side. (Would make Chinas economy collapse, USA has a lot of debts to china etc.)
O que la chingada.
I know they won't. 1 million badly trained brainwashed soldiers with outdated weaponry can't face a mixed army. Even with all that artillery they will barley get any shells off before we come in and blow them off the map.
North Korea accuses South of stealing bagels.
Kim is a girls name.
North Korea is best Korea.
Why doesn't Kim Jong-Il just get it over with? North Korea has been screaming at the South about stupid shit for nearly 60 years. Just do it already.

How can they accuse them of declaring war when they've been at war for the past 60 years.
Maybe they're fighting two wars at the same time against the same country.
"I ACCUSE you of declaring war!"
If the south declared war...why don't they...you know...act on it?
God, NK is like that one kid in school that no one likes, but LOVES to start shit with other people.
Can we just put NK in its place now?

Technically we can send our B-2's from Missouri, take them all out simultaneously without ever being seen and before they even realize what's going on... But I doubt that will happen, and if it does, it only will after a Formal declaration of war or ... well... Just hope for a warning shot

Nuh-uh, you did first, I'm telling teacher
I bet nothing happens.
Yeah, saw this on NK's facebook

Its going to break out sooner or later.
