Don't have to expect anything groundbreaking but I still think his stuff is pretty funny. It's the pacing of the jokes that keeps me entertained.

That scene was shot at like 3 in the morning judging from his vlog, so they might of just been able to ask them to show up for a quick movie shot

There are companies where you can rent cars for films. I'm a part of one in Denmark - plenty of emergency vehicles from modern to classic ones for film shoots.

That would be impersonating a police officer (or emergency worker), which is a felony. Probably not worth going to jail just to avoid traffic.
