Frankly, I am not surprised this happened in Los Angeles.
I salute to the vet who took the video and reported it. "Officers" like this guy who threw a punch at that woman should face strict and strong consequences.
Props to that black guy for not backing down. Got to love how the officer totally decks some lady who is not doing anything, and then has the gaul to ask the black guy

Well, there's always one guy to say it, so might as well launch it now, one bad apple spoils the whole basket. Or something like that.
These kind of cops are barely ever the ones you actually have to deal with in your normal life. But hey, the media is supposed to give us exciting news about stuff that isn't supposed to happen/happens rarely, and sadly there's way more assholes like that guy than extremely good cops.

Just have to remember the only reason it gets on the news is because its preposterous.
The 20% of cops who are assholes and would do something like this get more media attention than the 80% who are just trying to keep the streets safe.

One of the hundred of bad apples that run around the country and abuse their non-deserved power.
Just try and count the number of police brutality news that come up on sensationalist headlines for a month. I'm pretty sure the number will be around 100.
When there's such a number of bad apples, you have to seriously ask yourself what's making these apples bad. Most importantly, you have to ask yourself what let these bad apples in the basket.
Don't tell me an aggressive guy is totally unnoticeable until he actually hurts someone who didn't ask for anything. If so much potentially dangerous cops enter the police like that, it means there's a slight problem in their recruitment standards.
Across many different states, plus, he's LAPD. And I'm not saying that there isn't a problem with cops abusing power; I'm just saying not all the cops are bad.

Now there's 683,396 non-federal cops in the United States, even with your high estimate of a hundred stories a month, that brings the bad cops up to 1200 a year. Which brings us to 0.0017 percent of the cop population being bad. So, not many aggressive cops enter the system, nor is their a problem with the current standards, even if they don't account the person's susceptibility for violent behaviour.

Obviously there needs to be more done to prevent people like this from being in the police force, but it just depends on where you get your information as to what you think of US police.
Personally I've never met a cop like this in my life and they've all been good people from what I could tell but if you only got your information from news headlines, then you're going to have a pretty bad opinion of them.
