Why bother investing 3-4 years and allocate a huge budget to a Kojima game when they can put those developers on slot machines to sell to casinos in Vegas? They do extremely well off that shit.
The return on investment in video games just isn't worth it for them unfortunately.

Japanese indie games are barely a thing.
It's kind of amazing that Konami is so dead set on screwing over its own games development when, despite it being in as messy a state as it is it still manages to bring in 43% of Konami's net profits (note, that's out of 5 different departments, one is bringing in almost as much as the other four combined, and it's the one that the upper management constantly mishandles).
Never thought I'd see someone attempt to compete with Nintendo in the most idiotic ideas olympics.
