I haven't either, but I know that tollbooths are strategically placed in high-traffic areas to get the most money possible. If there weren't people going back-and-forth across that bridge all the time, there wouldn't be a tollbooth there.

I honestly don't see why he shouldn't just be charged the money he owes plus a reasonable interest. I really wish you couldn't go to prison for this.
I think it's the fact that he did this continuously for 2 years is why he's risking prison. If you do this once or twice, you'd get fined; but do this 3,000+ times, then don't be surprised if they come after you.

because there has to be some kind of risk to outweigh the incentive to do this, unless you mean the toll is unnecessary, then that's another issue.

We have a system in South Florida here where we have a lane or two that you can pay to use or use the general traffic lanes, which are always more clogged, which provides a speedier alternative if you're willing to pay the money.
The kicker? If you are using a type of 'green' vehicle (it's something the state decides I do believe), then you get in free. It promotes less carbon dioxide emissions, so it's pretty cool.

in the US the maintenance of the roads is up to individual states, and they're able to utilize their own funds to maintain them if they desire or to use tolls as a means of controlling traffic and raising funds for their repair
my home state doesn't have any tolls anywhere because we pay the higher taxes
however in NYC, the taxes are already pretty ridiculous (you've got NYC, NYS, and federal taxes to pay) so they probably couldn't justify raising the taxes again just for the roads
