Does anyone know the name of this movie? [Possible Spoiler]

The movie where they are in a prison trying to contanct the guvenor, but the prison administrator is trying to prevent them from doing so.
They fight them later on in the movie with piss in plastic bags launching them and stuff like that.
The ending scene is where the guvenor arrives, somebody (Prison administrator?) then shoots the main character, but before he dies he goes over to the flag pole and raises the american flag (Upside-down IIRC).
A bunch of armed people also arive and stand on the walls while that is happening.

Been wanting to rewatch this movie for quite a while now, but I just can't find it. :/
