Same thing also happened at my workplace. 4 out of 6 staff members called in sick, luckily it was a fairly quiet day. I don't understand why they don't just book it off instead of leaving it until last minute to call in sick, it pisses me off.
They must have had party fever
It doesn't mention the remaining 16.5% had their day off agreed on in advance.

They probably tried to and got told 'Nyet, you work today', which forced their hand.

It was done as a protest because of issues with new contracts and unions. Basically they were asked to work overtime for free, at least that's what they say. I'll point out that these guys are Municipal Police, basically the ones fining you for parking in the wrong spot, so it's not like security was jeopardized in any way.
if they were good Romans they wouldn't have done this.

I'm more surprised their bureaucracy was even able to keep track of that statistic.

Then you just end up with 85% of people trying to book the same day off. Best way is just to not open if its not absolutely necessary.
Basically this every time you have to work on new years day, I'm still salty that there was nobody to talk to all day and that my soul felt like it had been absorbed from the lack of anything to do.
However I don't blame people for calling in sick for stuff like this, when I wanted to go to the gender clinic I'd always just call in sick because otherwise it would have affected my holiday and there's always going to be those rare days you just have to take it off because a once in a lifetime opportunity comes along.

That's why you pay 3x times. Works like a charm.
Massive holiday pay incentives tend to reduce things like this happening. My sister was a paramedic/ambulance crew and was on call over Christmas and New Years Eve a few years back and made an absurd amount of dosh. The best part was that she didn't even get called in for it, and didn't drink alcohol anyway.
I once told my boss that if a certain team made it to the Super Bowl I was not showing up for work that day, this was right before the playoffs started so it was well in advance. He just laughed like he thought it was a joke, I told him I was serious. Then when they made it to the conference game I reminded him and he got all serious "You can't take that day off! I won't have anyone else on schedule." and I told him I gave him plenty of notice. Sadly the team lost so I worked that day after all. I'm eating some peanuts right now.
