It really depends on the place and the owners, Ive heard pakis are more likely to let you buy whatever if you know them, but around my area all the store owners know whos who and how old they are. Hell even out of my local area I had a hard time getting some fucking rolling papers. Also at least on michigan drivers licenses, it has seperate lines in red, one if youre under 18, stating that you are and will be until such and such a date, and the same for 21 for alcohol.
Either way I have a good deal of people over both 18 and 21 including some good college friends of mine so I dont have a hard time at all. Plus I know quite a few old stoners who will buy once in a while.
