• Help with wet road effect in Paint.net.

It looks pretty wet to me?

You could probably try selecting rows of the "reflection" layer and then use "frosted glass" on them, increasing the effect every row down.
If that were the case, using a simple gradient opacity would achieve the same effect with less work. To do a sloppy fake a reflection you can either just copy paste the sky, inverted, into the reflective area and work from there, or go to where the reflection is being emitted, capture an image from that angle and then paste, but realistic reflections in a raster engine like source instead of a nonbiased engine is going to be quite the challenge and is only occasionally done properly.
