Aren't mumble servers free? v:v:v
Mind you, it is slightly confusing to use at first. As in, getting the server working correctly.

The application is free but running it obviously has maintenance costs and Luaduck is renting one

Yes, but I know Luaduck has a webserver, and mumble can be ran off one with a php interface

The Mumble server doesn't run on a webserver.
(Well it does if exec() etc. are enabled in PHP but his host would kill him for that)

But that's not optimal for performance. It's better to rent one!

Actually, it works pretty well from a webserver.

It does run on one, or it's possible to.

Sure you need Ice and Shell access, but it works! :v:
My webhost will kill me for executing / running any native services, so don't even think about it.

But as you said he only has access to a webhosting account without shell access and as both he and me said his host would kill him for running any native services by exec() or similar means.
