Back in 1978 it was used to send secure messages (or email nowadays) to other systems.
Atleast this is what my cousin has told me from his time in the Airforce.
He said it used to take an hour to send a message across the states only around 25 characters long.

I guess that's true, if you want to split hairs and say that ARPA wasn't technically a military agency, even though it was created by the DoD to be responsible for the development of new technologies for use by the military.

I was 10 when this was made, and I remember netscape and early AOL
I used to go on AOL chatrooms around 1997-98, and there wasn't even any profanity or "trolling" ect. Everyone was super nice.
Today, the internet seems to be a highway for hate.
