It means you've leveled up to the maximum level 10 times, like if the level cap were 50, you would have leveled up 500 times. Basically to do this you have to play these games every day for extensive amounts of time.

10th prestige in any CoD doesn't take much "work". I'm 10th in CoD4, WaW, and MW2. 15th in BO, and 8th in MW3 (staying there). Just takes time, lol.

It took him the best part of a year playing every day from like 2pm(when he wakes up) Untill going to bed at like 5 in the morning. To get to 10th on MW3.
