I think Netherrealm did this backwards; Black Lightning should have been the DLC and Raiden the Premiere Skin. But, it's cool, I like them both.
i've never liked the mk characters in injustice, mostly because i would of preferred another dc character in their place
having separate, actual dc characters as premium skins pretty much fixes that for me
so are they just gonna leave the dragon in for black lightning

I'm not really excited for it, fighting-wise he seems to be a mix of Black Adam and Doctor Fate, but I do like his supermove and premier skin is a nice addition. Considering how none of DLC characters so far had a premier skin, I'm glad Netherrealms added a premier skin for probably the least-wanted DLC character in the game.

I hope once all the dlc is out they work on making the premier skins have more customization. It would be nice for them to be able to use shaders and different gear, and help them fit in more

Which I was was aware of, but also goes to the main point of DS's: these are already set up in the initial outlay budget, and the company holding those strings is the sketchiest cruftiest greediest publisher aside from activision, so the chances having already set that money train up especially with an appropriate actor for the part is virtually nil.
Removing Raiden's dragon for a "lightning arrow" is a lot cheaper to do then even creating a hybrid powerset from existing mocap/anims, making a modelset with outfits and gear and hiring the voice actor back, and WBG is so cheap this is the first ult to get a change after almost 6 months?
I wouldn't hold my breath.

Well giving a Premier skin a completely different super would be hard to not make it gameplay affecting, because of how Injustice 2 supers work.
During each hit of a super, both the attacker can increase the damage or the defender can decrease the damage by specific button presses.
So by completely changing a super, it would be impractical.
Static Shock isn't out of the question, there's three more characters who have yet to be announced or shown.
