Pretty much. Your starting turtle is based on what gear you have equipped. In online and Tournament modes though, you can pick your starting turtle on the character select screen. The others are used as part of their trait.

Seriously, this would be great for adding similar characters to like The Flash, Green Arrow, Green Lantern, and Robin.
I hope they'll continue to add in Premiere skins or have another batch of DLCs and gradually add on to this game. There's yet so much they can do.
