Why does this even matter? It's perfectly normal for children to be curious of such things at that age ("playing doctor"; exploring the genitals of the opposite sex). Punishing children for such generally normal behavior will stigmatize their view on sexuality and scar them for the rest of their life.

Seriously when i was in primary school i vaugely remember doing stuff like playing doctor- its a bit cringey and humiliating to remember, but i dont actully think i can recall who else was involved, or exactly what we did, so no harm done. pretty sure it must be horrible to be in these kids possition, if everyobdy knew, made a massive deal out of it, and judged you on what you did as an 8 year old for the rest of your childhood.
