Are you expecting the bin to be chest level for you or something? I seriously don't understand why you're complaining. It makes no sense.
I'm pretty sure they're so high because they sit on the ridge where the post bows outwards to accommodate the electronics. If they attached them any lower the straps would block the door on the other side.

This initiative for people to dispose things that can be recycled vs. wasting organic material that can't be recycled like food. By placing these bins higher, it makes the public waste less food and everyone as a result benefits. There's your Non-Daily Mail news.
