What purpose does this serve? I'm sure Congress has good intentions on trying to get fat Americans to lose some weight (and remove a few risk factors), but what you eat should be your own choice.

You don't understand.
Trans-fats are banned because they're TOXIC, not just because they make you fat. And they don't affect the taste of the food, so why WOULDN'T they be banned? Do you want the choice to be fed rat poison too?
So if one trans fat molecule gets in the restaurant, the restaurant is now illegal

What the fuck are you talking about.
Trans fat comes for Hydrogenation which is a cheap way of extending the shelf life of fatty foods. Not only is animal trans-fat different in many ways (it can be degraded in your body for one thing), trans fat in fatty foods also changes your cholesterol and stays in your body. Trans fat from fatty foods are essentially dead weight and serve no use.
