Hello, I'm wondering if any of you would have a link to a program to do this, I need to export the frames out of a GIF so I can make and APNG out of them, thanks.

Photoshop can do it.
If you have it, go to Import, and select Video Frames to Layers. In the browse screen, you will not see your .gif, nor is it a viable extension listed, but it will work. Just type in the name of your gif, and hit import. Animation and such will be distributed over layers.
