Oh, drawing is not impossible at all. You see, in art, one of the most basic things you learn is that there's a thousand ways to depict an object that can be categorized. When we are little, we lack the understanding of depth, space and perspective, we're not even able to put haptical or optical perception to use which is replicating contour shapes and surface in an image.

The clever thing Magritte did was that it's truely not a pipe we see. It's not that he wanted to make a witty contradiction to be clever, it's a true statement. "This here is not a pipe", it's a symbol for a pipe. It is even painted somewhat pictographically, not naturalistically. He could have chosen a difficult perspective, complex lighting and a space, a whole still life, but it has no spacial relation to anything and is shown in profile. Simple shapes with a bit of lighting.
A blind person will never be able to paint things naturalistically, but abstract pictograms are very well possible. Symbols representing things the way we know they are.
Like a face drawn by a small child. They don't need to know the composition, the angle of the perspective, how the person is positioned in relation to the painters point of view, face is round, eyes left and right, nose in the middle and mouth below. A blind person can understand all that perfectly well and when it comes to abstract paintings, they can do amazing things

well he has been blind all his life. he will never see in the same way you wont experience having a third arm or extra fingers. probably doesn't bother him.
So.. blind people can't really draw.
