Is there no source willing/able to cite the actual court documents? I assume conversations between a judge and prosecutors are logged and this really sounds like a quote being taken grossly out of context.

Very few rulings are actually reported. You can however contact the relevant Court and request a judgement. He didn't get off scott-free, and people do not understand the seriousness and required elements to prove charges like that. It comes down to the basic criminal law. Did he have a guilty mind, did he do a guilty act? Would the prosecution be able to establish both? There is case law in Victoria regarding cultural differences, but by the sounds of it, it looks like the Prosecution couldn't properly establish a case. The Magistrate adjourned the hearing and then the police withdrew the charges... it's not as if the Magistrate dismissed the charges.
