That’s because Mike Packer, who had been on the job as interim planning administrator for just over a month, abruptly resigned June 26. This follows Mayor Gary Lipp’s decision to fire former city community development director Rex Harris in mid-April. Packer was hired to lead the planning department while the city conducted a search for a new planning administrator—a search that is especially crucial now. Packer said he resigned because of “typical government situations,” but declined to go into specific reasons for his resignation. “I can’t really say it was the mayor or the council,” he said. “I think I will just leave it be.” Packer’s resignation came as a shock to Mayor Gary Lipp, as he and the council had been effusive—at open council meetings—in their praise of Packer’s work in his short time leading the department, complimenting his organization and ambition. “I was at a meeting in Rapid City (the day Packer resigned), and when I came in Friday morning (the next day) I saw a pile of shirts sitting there,” Lipp said. Lipp was informed by public works director Bob Morrison that Packer had quit, and theorizes that the thankless nature of enforcing codes and doing inspections—two things that causes the person doing that work to be less than popular with those they are working with—may be been a part of why Packer resigned. “I guess you could say he was over-ambitious and didn’t have a lot of patience,” Lipp said. Lipp said since Packer had done the same line of work in Greybull, Wyo., being in that same position might have touched a nerve and reminded him it was a line of work he didn’t want to be involved in. Lipp said there was a recent rash of contractors and projects that those involved didn’t have proper permits for. “There were a lot of contacts being made and it just wasn’t going well for him,” Lipp said. The resignation has sent the city’s planning department into a scramble. The city just began advertising to fill the position full time, but would again be open to a temporary employee to fill the position, Lipp said. In the interim, deputy community development director Kim Conwell is handling much of the day-to-day permit issues with the help of the planning commission, and Morrison said he would help with inspections, although he is on vacation. In short, the city is actively looking to get its new planning administrator hired as soon as possible. “We may find a temporary one along the way to provide the services we are supposed to,” he said. Lipp lamented the loss of Packer, whom he said was “working out great for the city.” “He was riding herd on a lot of things,” he said. “It’s kind of a bummer, because things were going so well. I am sick and disgusted that we are electing total clowns to plan the future of such a fine city. The federal government needs to step in with this sort of shit.
