Court documents indicate the 9-year-old has learning disabilities. The documents said the child hit, kicked, slapped, spit and threw rocks at his teacher, principal and behavioral specialist.

The student is the first in the district to be taken to court and get a restraining order against him. The school principal described the reasons for the move as school safety and getting the student to a school that could better meet his needs.
Source I find it odd that the only way to force the child to transfer to another school, that is better equipped to handle him, is through a restraining order. The video interview with the principal isn't there but he seemed like he really did not like the kid at all.
a restraining order is rather harsh, he definitely needs a punishment regardless of learning disabilities. i'm sure there could have been a more logical way of having him transfer.
The attorney for the school district said the school was forced to get the courts involved after the boy’s parents refused to cooperate
I volunteered in a special needs classroom somewhere in Salinas years back, some of the kids don't need to be there but are placed in there because of misbehavior that is in part caused by a bad household. However, it's not simple in every case so I can't say what happened (I'm out of touch with people in the education system in Moneterey bay area), but what I can say is that there are parents that can be fucked up people and I had to witness such behavior.
