some of these movies are really old, and took a loooooooooot of time. of course they'd do something to save time
This is just because Robin Hood had around one tenth of the budget of Disney's newer movies. The 70s-80s were pretty bad times for them.
They must not have had the budget to shoot new footage for the rotoscoping.

Oh my, didn't know about this either. Well, you can't blame them for doing it. Animation back then probably wasn't something easy to do now was it.

Oh noes! They used templates from their own work for their new one still essentially drawing the scene from scratch! This is indeed quite horrible and awful!
Seriously, who cares. It's completely reasonable that they did this. Heck, I kinda expected them to pull off stuff like this since some of their characters are really similar.
