I'm rather horrified by how our bodies work sometimes, especially in regard to stuff like this.

All it is, is blood supply, it is similar at the foot as it is at the hand.
They probably just put it there so that he could still use his other arm properly, under the armpit would make it awkward to use the arm fully as well.

Well on the bright side he won't get an itchy foot.
Throw on some duct-tape and zip ties and it'd be something i would've done after a industrial accident.
