When the Supercharger program first started it was $2500 for the lower end Model S models to get lifetime free charging. I think a lot of people will probably never use $2500 worth of electric from the Superchargers so it makes more sense to have a pay as you go system available.
Things like this aren't going to improve investor outlook on the company. You shouldn't have to pay people to buy your stuff.

Tesla is finally learning how to make money. The old system of unlimited charging for free was only ever there for marketing purposes, to get their brand out there.

It makes sense that cutting the base price another $2000 - $2500 would convert even more people on the edge. Depending on your income situation and state. If you live in one of the better states for incentives and make enough to take full advantage of it then you could get a Model S for as low as $45,000 with this change.
