The Steam User's Forums and the Steam service account passwords are separate, but some users might use the same handles and passwords across both. If that pertains to you, it might be a good idea to change your Steam account password. And pronto. Also, looking at that screenshot above, it just looks like someone managed to get access to a basic admin account. Something that happens about once a year here on Facepunch. All they did was post a new notice and create a link. There is literally nothing impressive about that. So its unlikely they even saw people's passwords, they just got a lucky break on an admin one.

I would expect Valve to properly hash the passwords, it shouldn't be easy to break into them (I mean, they might have broken into the forum and stole the passwords, but they might not be able to crack the database if the passwords are properly encrypted).

So someone gained access to an admin password, which is also how mass mails were sent. No need to worry, only the admin's password was compromised. You can't even see password hashes unless you have access to the database.
