The review was started because of HRC.
Her failures were singled out as more serious.
No other SoS had a private email server set up in their own home (an insecure one at that).
No other SoS ever used a Blackberry or other insecure device for emails on said server.
No other SoS deleted emails from the FBI and then had them recovered by the FBI via a fucking cloud server.

Staff even raised concerns that it would cause an issue and were told to shut up, everything's fine, don't talk about this again.

"own personal gain" is a pointless statement; I could argue anyone going for the presidency is doing it for personal gain.
