Third person free roam games aren't.
The gun shots at the end sound exactly like the ones from GTA4.

I think the reason the heads look floaty and weird is because the character's collars don't move in tandem with the neck motion.
Just look at the "You've got some way of proving that, Sunny?" part. The character's neck is moving quite a lot but the collar is stiff.
