It's pretty known that the coalition killed civilians in the Iraq and Afghanistan conflicts just for the fun of it from time to time. You will find this in any war throughout history, you get good soldiers and bad, but unfortunately through the "killing machine" training methods the US marines like to use, it's probably becoming more of a problem.

Just Pentagon pandering trying to discredit the ICC, rather poorly at that.
Just saying that although it's deff not perfect, the US also prosecutes for warcrimes inside the military and in the Marines at least, learning of several of the warcrimes, why they happened and what happened to the perpetrators is part of training. Doesn't stop everyone from going "haha he pissed on haji corpses what a fucking badass" but the opinion isn't changing whether the ICC is prosecuting or the UCMJ.
