The thinktank studies economic and social development to determine the most sustainable and forward-thinking “Top 7” cities in the world.
“Being ranked as a Top 7 community puts you in a very exclusive club,” Co-founder Lou Zacharilla said.
“Our Top 7 communities show the rest of the world how to create a city that is successful economically, culturally and socially and is a place that people want to call home.”
Ipswich is the only Australian city to make the list, alongside Rio de Janeiro, New Taipei City in Taiwan, Surrey in Canada and three American cities.
A “Digital Hub” and “Digital Enterprise” project equipping citizens and businesses with digital skills will make Ipswich “one of the most sustainable business centres” according to the ICF.
In 2011 Ipswich published a 20-year economic development plan to combat its challenges and prepare for those in future and Mayor Paul Pisasale said the gong didn’t come as a surprise.
“In 2011 the city was named in the top 21 intelligent communities,” he said.
“The ICF judges stated that Ipswich was chosen owing to the Digital Hub project and Digital Enterprise program which teach residents and business digital skills, while at the same time Ipswich has started major redevelopment of the city centre.”
Ipswich partnered with local communities after the National Broadband Network was announced in 2009, creating the “Western Corridor NBN” to attract national investment.
“It’s like the saying, you can get fish to people to feed them, or you teach them how to fish and feed them for life. Rather than simply rolling out the NBN, we’re offering training to people who will be using the NBN.”
“You’ve got to have pride in your city. I will do my best to create pride and take this city forward with change.”
The ICF employs a “rigorous analytic method” to select the seven, asking the top 21 to complete a carefully constructed questionnaire based on “ICF’s Intelligent Community Indicators” as well as an annual theme.
An international team of analysts then reviews the questionnaires and produces a “quantitative ranking” of the candidates.
Ipswich is now in the running for the world title, succeeding Toronto as the 2015 Intelligent Community of the Year.[/QUOTE]

Doesn't really mean much. They're calling it an 'intelligent' city because of how fast the computer literacy rates are going up due to city-funded training programs

I'm in the dead centre of Ipswich, things are weird
one of those areas where gunshots and fireworks sound the same and you get confused, but you know its gunshots if you hear sirens right after

Exactly. They started a 'how to use computers' course at the local library, and one person bothered to take part. That's a 100% improvement!

I personally think the source is a bit iffy (couriermail - part of the newscorp group of newspapers). Are there any other sources that verify this to be accurate? In a place where about 20% of high-school students on average drop out before completing high school, high unemployment and crime, this is quite odd for Ipswich.
You know guys, it's one thing to own a computer, it's another to actually use it to learn, study and do various kinds of work to your advantage.
