Actually a puppet suspended for the entire upper torso operated by three guys for close up shots and miscellaneous due to the sheer size of the suit compared to previous ones.

This honestly looks terrible. The CG and special effects looks like something youd find in a $5 bin DVD. The acting looks awful as well, and the sound design sounds is garbage.

It's actually gotten overwhelmingly positive reviews in Japan. It's much more a social commentary on the climate of Japan's government in the wake of Fukishuma, rather then a blatant action movie this trailer portrays it as. The sound designs are also the choice of the trailer, not the film itself, to portray it more commercial and action-oriented [sp] the movie is an 'action' Godzilla film, but it's more of a political monster movie, action does happen, but its more of how Japan reacts to the situation. AFAIK, alot of the scenes in the movie are boardroom meetings while it cuts back to Godzilla every now and then. [/sp] I get what your saying though, it looks terrible but the movie itself currently is being called a masterpiece and shouldn't be judged just from subpar Japanese SFX.
Toho's original trailers portray the movie's feeling more.

i'm fairly certain all shots of godzilla are cg. the puppet broke down before filming started and they didn't have enough time to fix it.
If the trailers seem a little awkward or cheesy it's partly because of those subtle ways in which trailers/movies are geared towards a certain region (I'm not saying the effects are fine though.) I can name some examples that I've noticed in other Asian movies that got popular internationally.
The Japanese seem to like using a more classical orchestral sound for some games and movies (hint, this one), whereas our scores are loaded up with really heavy tones and lots of percussion.
In Joon-ho Bong's Korean language movies, the characters sometimes do goofy comic relief stuff that sits a little weird with the tone of the rest of the film.
Infernal Affairs, the Chinese movie that The Departed is based on, has these melodramatic slow-motion scenes with this really emotional music that pops out of nowhere when some of the characters die.
also what's amusing is that nearly every single godzilla era reboot (godzilla, the return of godzilla, godzilla 2000, and shin godzilla (and to a certain extent legendary's godzilla)) returns to a much more political story and the subsequent films of the era are usually action kaiju movies with nonsensical stories.
Also, the cut of this trailer is downright [I]bizarre[/I] in comparison to the Japanese ones. It's all over the place, and they cram a Jurassic Park roar in at one point(???)

Except Vs. Hedorah and Vs. Biollante despite their weird stories (especially the former) also had a political message surrounding them: pollution becoming a major problem in Japan and the realization it needed to be dealt with pronto, and the risks of biotechnology if it were ever to become a thing, respectively.
Godzilla in some fashion is always portrayed as a symbol of nuclear power too regardless of how the story is presented.

that's why i said [b]usually[/b], not to mention that's only 2 films out of 24 (not counting the original and the 4 reboots) to have a political-heavy message behind the movie.
