no it's not, there has never been a case of children receiving drugs on halloween. think about it logically for a second, drugs aren't cheap. most drug users tend to hide what they have because a) it's illegal, b) it's expensive. Why would they hand out their expensive drugs to random kids (who btw aren't a good market for nearly non addictive drugs such as Ecstasy and LSD).

That's not how it works in my town. There's only really one neighborhood that gives out candy, so everybody in town goes there.

I knew a story about this would happen this year after all the articles I saw leading up to Halloween where we were told that this never really happens.
