They're both oddities that have produced modern greats, but nowadays he's feeling a bit closer to George Lucas with the budgeting of Tim Schafer.

MGSV was only 10 million more expensive than MGS4 and i believe that includes development of the Fox Engine.
And, also, he was essentially being forced to continue the series. He wanted it to end awhile back. Yeah he mentioned having fun doing MGSV but keep in mind Konami snipped his nuts with development and he had to cut a lot of shit that probably would've made the game more cohesive.
I mean, theres really not much you could've added inbetween Peace Walker and MG1 because Big Boss' villainy was already kind of set by Peace Walker, just not in a "HEHEHHEHE IM KILLIN KIDS FOR FUN" type of villainy, but a war mongering type of villainy.
Of course, [sp]though the opening of MGSV and the end revelation[/sp] cement it, it wasnt needed.

Nanomachines explaining a lot was dumb too but people took some of it too literally. Like with Vamp, Naomi mentioned it "Enhanced" his natural healing abilities.

Keep in mind that every MGS game Hideo made was meant to be the last, so, personally, I'm not surprised by the series going more and more off the deep end as it went on.

My theory is that Tomokazu Fukushima was the one to hold Kojima in line in terms of writing (Fukushima cowrote 1, 2, and 3, which are considered the best stories) and when he left after 3, Kojima didn't really have anyone to constrain his more ridiculous ideas. Some of them turned out well, and others are painfully bad.
As for budgeting issues, I totally agree, it's really clear that Kojima was just becoming too ambitious and Konami (for better or worse) cut it way short and left a ton of stuff unfinished. I'm not even talking about the cut story content, but things like Motherbase, where you have a TON of space to explore but nothing to do except some shooting challenges and the medical platform subplot, as well as the lack of more animal life, which is why there's only like 5 animals in the game and the rest are hidden and can only be caught using the animal cage. And I don't know for sure if the Mujaheddin and civilians were supposed to originally be in the game, but it does feel really odd that Ocelot and Kaz keep mentioning the "rebels" that you keep helping but never show ever, and a bunch of prisoners are locked up everywhere but seem to just have come from nowhere.

The weirdest thing about 4 for me was the B&B squad and seeing an alien monkey drinking coke.
Weirdest thing about PW was seeing robots making humanoid noises.
