I'm running out of room on my C: Drive and I have another Internal Hard-Drvie and I'd like to know if I can just move it without uninstalling it.
Help & Support my man
Yup. Check Steam help and support for full details, but basically all you have to do is move over steam.exe and your steamapps folder into the new location, using the same relative folder structure. Run Steam and it will do the rest
Backup your steamapps folder and reinstall on your other drive. That way all the registry crap still works as it should and you won't have to redownload everything since all your games are in your steamapps folder.
I just copied my entire Steam Program Files location to my D: Drive and I'm hoping it will work.
Make sure to change target location and stuff for everything to D: instead of C:
Just copy the steam apps folder and then uninstall Steam from the hard drive you don't want it in and reinstall it in the new one and then paste the steamapps folder over top the new empty one.
If you don't have any shortcuts etc., you can just move the Steam folder wherever you want.

I have Shortcuts, they're just inside a folder marked Games, I never use them though, I prefer using my Library.
I did this, but all my games in my common folder were not working right, so all i did was edit my registry, which, is stupid to do. so don't.
When I did this I just installed a copy of Steam on the new hard drive and moved the steamapps folder into it. Everything worked fine, or if it didn't Verify Cache fixed it.
Moving the files took all night though, because it was an external drive and USB is slow as fuck.
The Steam Support Website says to cut and paste your steamapps folder to your desktop and then uninstall and reinstall steam in the desired hard drive. You then paste the steamapps folder overtop the new empty one. This way the registry works and you don't have reinstall all your games. Trust me, it works. I did the same exact thing when I got my 1 terabyte external hard drive.

I just copied and pasted, that worked. All my games are working, Friends, community, etc.
