This is just a pattern I see in, like, all criminal laws. Fines are tiny in relation to jail time.
Here's the punishments for misdemeanors here in Alabama:

I don't know about you but I think there's a lot of people who'd pay many times more than $500 not to have to go to jail for three months.

I'm surprised that with his status and his father's, he wasn't able to get a good enough lawyer to walk from it or at the very least get a probation type of deal. It seems really odd.

I'm sure their publicist figured that it'd be worse for them if he got off with too light a punishment, because then the public would very easily be able to say that they pulled strings.

i thought it was pretty common knowledge that asia at large has a pretty ridiculously harsh stance on drugs & drug use

Well this is China, not the US. We don't know how Chinese jails are and whether or not he'll be able to hop back on his feet as soon as he's out
